Senate Gives Thumbs Up to Trade Authority for Obama

Just before heading home for its Memorial Day recess, the U.S. Senate managed to pass legislation granting President Obama trade promotion authority to negotiate the Trans-Pacific Partnership (TPP) trade agreement. The bill provides a measure of Congressional guidance to the President, and if negotiations are completed, Congress would approve or reject a tentative agreement without amendments.

For the horticulture industry, major considerations in any trade agreement are ensuring plant health and related phytosanitary protections, and protecting intellectual property (plant patents and plant breeders’ rights).

Views are mixed among specialty crop industries, depending on whether they are likely to see net gains from export opportunities, or more import competition.
