The House Appropriations Committee plans to take up the Fiscal 2017 Homeland Security Appropriations Bill tomorrow, June 22. While the bill does not currently include an H-2B returning worker exemption, Reps. Andy Harris (R-MD) and Henry Cuellar (D-TX) plan to offer a returning worker amendment. AmericanHort has been lobbying all Appropriations Committee members to support the amendment and urging our state grassroots partners and industry businesses to do the same. The annual appropriations process is unpredictable and will likely not be finished before the start of fiscal 2017 on October 1, but it is essential that the returning worker amendment be included in the House bill since the Senate Appropriations Committee-passed version of the Homeland Security measure does not include it.
