As summer approaches, we are getting into appropriations season in Congress. AmericanHort, through our leadership in the H-2B Workforce Coalition, is asking Congressional appropriators to address the H-2B program through the annual federal spending process. On May 14, the coalition sent a letter to the members of the House and Senate Homeland Security Appropriations Subcommittees asking them to address the H-2B cap by including a returning worker exemption in the Homeland Security funding measure for fiscal 2016. We are also asking the subcommittees that focus on Department of Labor appropriations to address some of the most egregious components of the new H-2B wage and program rules in a manner that will not result in another program shutdown. Finally, we expect comprehensive H-2B reform legislation to be introduced in the House shortly.
