NY State has promulgated new invasive regulations, that prohibit transport and sale of invasive plants; Barberry among others have been identified within this regulation.

New Jersey Nursery and Landscape Association addressed the impact this new regulation could have on Growers who ship plants through the state of New York as they deliver plants into New England and Canada.  Working with their Department of Agriculture they identified the need for "shippers" to self certify where the plants originated and where they are going; lacking this information, fines could be incurred.
